Systematic Planning Training Course

QE3C Inc. has developed three training courses with the objective to "institutionalize" Managing Uncertainty and Systematic Planning throughout the ten EPA Regions, Federal Facilities (DOE, DOD), the 50 States, and the environmental community.

Instructor Bio:

Sebastian Tindall is the President of QE3C Inc. located in Richland, WA. Until recently, he was a Senior Science Specialist for Bechtel Hanford, Inc. (BHI), at the DOE Hanford Nuclear Site for more than eleven years. He has over twenty years of experience in environmental consulting including project management as a technical advisor to the U.S. Environmental Protection Agency (EPA) in Region IX and the U.S. Department of Energy (DOE) at Hanford, WA, mainly on CERCLA and RCRA issues.

Mr. Tindall received a BA in Chemistry and Biology and an MS in Chemistry from the University of California at Santa Cruz. He has a strong academic and research background in organic chemistry and has more than fifteen years of experience as a chemistry instructor, teaching at the college and university chemistry level.

At Bechtel Hanford, Inc. (BHI), under the Environmental Restoration Contract (ERC) Mr. Tindall was responsible for creating, developing, and implementing a systematic planning process based on the USEPA 7-Step Data Quality Objectives (DQO) Process to be used as a decision-making strategy for all environmental sampling activities. He has directed the ERC effort in preparing written guidance and procedures to aid project managers in using the 7-step EPA DQO process. He developed a DQO and a Visual Sample Plan training program and has provided DQO and VSP training to contractor staff and to DOE, EPA, DOD, Native American, State, and UK personnel. Mr. Tindall has served as a facilitator at ERC DQO projects leading contractor, DOE, and regulator staff through the DQO process.

He also provides technical support to projects in the areas of chemistry, sample designs, sampling, sub-sampling, radiological and chemical field measurements and laboratory analyses, quality assurance, innovative technology, data quality assessment, etc.

Starting in 1998, the DOE National Analytical Management Program, and now EH-31, began funding Mr. Tindall to develop training courses as well as supporting tools and materials to meet the DOE objective of institutionalizing a systematic planning process for environmental decision-making throughout the DOE complex. Mr. Tindall is a nationally recognized expert in the EPA 7-Step DQO Process and in Managing Uncertainty and Systematic Planning for Environmental Decision-Making.

Recently, Mr. Tindall co-developed a one-day course in Data Quality Assessment (DQA) based on the USEPA 5-Step DQA Process (QA/G9) and has begun presenting DQA training throughout the US and UK.

In addition, Mr. Tindall served as a lecturer for the University of California, Santa Cruz Extension CHMM Program (1990) and was appointed to the faculty (1991-1994) at the University of California Extension, Berkeley (UCBX), teaching various chemistry courses in Programs in Environmental Hazards Management. He has served on the faculty as Adjunct Lecturer in Chemistry at Washington State University, Pullman, WA (1995-2005), teaching chemistry courses at the Tri-Cities Campus in Richland, WA. In 2003 the Washington State Department of Ecology (WDOE) contracted with Mr. Tindall to develop a one-year university level General, Organic, and Nuclear Chemistry course. Mr. Tindall has presented this course to WDOE project management and technical staff in the Lacey office (Spring 2003) and again in the Richland office (Fall 2003).
